China-Japan-Korea Collaborative Memorandum of Understanding (MOU) Signed as Legacy Creation for the World’s Clean Sport Environment[Joint Release]

The China Anti-Doping Agency (CHINADA), the Japan Anti-Doping Agency (JADA), and the Korea Anti-Doping Agency (KADA) signed MOU for protecting and developing the world’s clean sport environment on 6 September 2021 with the attendance of WADA Asia/Oceania Regional Office.  

A day after the closure of Tokyo2020 Paralympic Games, Mr. Chen Zhiyu, CHINADA Director General, Prof. Suzuki Hidenori, JADA Chair, and Dr. Young-Hee Lee, KADA President, gathered online to sign for the 3NADO MOU as their determination and further collaboration to carry on Tokyo2020’s legacy to the future Major Events in the respective countries, including Beijing 2022 Games, World Master Games 2021 Kansai held in 2022 and Gangwon 2024 Youth Olympic Games. 

The 3NADO cooperation has begun since 2019, and the chair is in rotation started from CHINADA. Much formal cooperation through MOU was agreed at the previous meeting hosted by KADA as chair on 10 December 2020. JADA, chair in 2021 and as hosting Tokyo2020 Games NADO, initiated to leave the Tokyo2020 Games’ legacy, particularly through communicating the significance of sport values activated as part of “PLAY TRUE 2020 Sport for Tomorrow” legacy project. 

In the MOU, the main purpose is to establish a framework for co-operation between the 3NADOs based on equality, overall reciprocity and mutual benefit. At the online signing ceremony, the representatives exchanged their excitement on this formal agreement:    

Mr. Chen Zhiyu, CHINADA Director General, said: “Under the WADA’ advocacy, we 3 NADOs initiated the cooperation and established meeting mechanism since 2019. We have conducted a series of fruitful exchanges, which played very positive role in learning from each other's anti-doping experience to improve our work level. We believe that the MOU signing will provide us a broader exchanging platform, strengthen anti-doping cooperation and coordinated initiatives, jointly enhance the anti-doping work level, and promote Asian and global anti-doping work.” 

Prof. Suzuki Hidenori, JADA Chair, shared his views on future prospects: “Right after the Tokyo2020 Games, it is my honour, and excitement, to formally agree on 3NADO MOU for the promotion of clean sport environment together. In the light of Tokyo2020’s commitment JADA has made to promote the true value of sport through various legacy projects, this collaboration will surely be a wonderful opportunity to promote the values in and through sport for the society. I look forward to strengthening of our collaboration to make sport matters for future.”

Dr. Young-Hee Lee, KADA President, echoed and added: “Today is a historical day when three NADOs, the national anti-doping agencies of the WADA Foundation Board Members in Asia region, gathered together to enhance the anti-doping program in three NADOs. We look forward that this MOU formalizes and bolster the existing cooperation between the three NADOs in the newborn framework.” 

At the beginning of Signing Ceremony, Mr. Witold Bańka of WADA President sent a message to congratulate this 3NADOs joint initiative, that is most welcomed for a clean sport community of the world: “World Anti-Doping President Witold Bańka said: “Collaboration is a key aspect of the global anti-doping system. Success is only possible when we work together across all sports and countries with the same common goal of protecting clean sport. Therefore, it is very encouraging to see the National Anti-Doping Organizations of these three great sporting nations – China, Japan and Korea – coming together and signing this important memorandum of understanding that will help build anti-doping capacity in the region.” “Through this agreement, they will share knowledge and experience that will enhance all their ongoing activities in the region, such as providing education, hosting symposia and running seminars. WADA congratulates all concerned and stands ready to offer guidance and support for this collaboration through our own programs.”

At the online MOU ceremony, Mr. Kazuhiro Hayashi, Director of WADA Asia/Oceania Office, expressed his appreciation to all 3NADOs for their continuous support and contributions in Asia and Oceania region over 10 years. He stressed that this cooperation of CHINADA, JADA, and KADA, who are future Major Event host NADOs, will lead the global anti-doping community.

The 3NADOs meeting is annually held. With the MOU, more clean sport officers exchange and joint initiatives are planned.
