CHINADA Released 2021 Annual Report

On August 25, 2022, the 2021 Annual report of CHINADA was officially released. The annual report presents the development and achievements of CHINADA in 2021. It’s cover comes from the concept of the gold medal of the Beijing Winter Olympic Games, and depicts the moments of some sports athletes in the competition, highlighting the spirit of “win clean medals”.

The year 2021 marked the beginning of a new journey for building a leading sports nation and is also the most significant year in the history of CHINADA. With Tokyo Olympic Games, Shaanxi National Games and Beijing Winter Olympic Games held one after another, CHINADA faced the highest goal, the most onerous task, the most complex problems and the most severe situation. All CHINADA staff bravely took on the responsibility and united as one, resolutely implemented the instruction of Present Xi Jinping of anti-doping work. Guided by the Anti-Doping Strategic Plan (2018-2022) and the 14th Five-Year Plan of Sports Development of the General Administration of Sport of China, CHINADA resolutely promoted the fight against doping, strengthened the awareness of “winning moral, noble and clean medals”, focus on both preventing and dissolving the risk of doping, ensuring that athletes and people related do not dare, are not able, and ultimately have no desire to dope, and achieved the goal of “zero-occurrence of doping” and “win clean medals” in the two Olympic Games, completed all tasks for 2021 at a high level with high quality.
In 2021, CHINADA conducted a total of 26,320 tests, carried out 767 qualification programs, 218 outreach programs, and 1,006 educational lectures, reported 31 ADRVs, held 8 hearings, received 135 TUE applications AND granted 32, analyzed 3,267 meat samples and 378 nutrition samples. By the end of 2021, a total of 38 NFs had set up anti-doping departments, 30 provinces had set up provincial anti-doping organizations, and there were 2,331 anti-doping personnel in the whole country. The vertical and horizontal crosse anti-doping organization system was basically established. The anti-doping governance system has achieved remarkable results, with the AAF rate declined from 0.16% in 2020 to 0.12%.
CHINADA actively strengthened cooperation with public security and judicial organs, and jointly cracked down on the illegal and criminal activities of doping. CHINADA formulated and implemented the new Anti-Doping Rules,and issued supporting documents to ensure the coordination of international and domestic rules. The Anti-Doping Intelligent Management System has been officially adopted in routine doping control. CHINADA lunched DBS testing and analysis in National Games for the first time,and the Beijing Winter Olympic Games has become the first Olympic Games to officially carry out DBS test. CHINADA promotes the full coverage, full cycle, normalized and institutionalized anti-doping education based on the value of“ win clean medals”, developed the WeChat program of CADEP, and completed the revision of official website. CHINADA updated the data of the Athletes Medication Query System, and actively participate in multilateral work meetings, bilateral exchange meetings and meetings on the performance of international organizations. The National Anti-Doping Laboratory (Beijing) was transfer to Beijing Sport University in a stable, safe and orderly manner.
CHINADA aims to protect and maintain clean sports and athletes, and will continuously working towards the goal of establishing a world-class, independence, impartial professional and authoritative NADO. We will continue to improve the ability to prevent and dissolve the risk of doping, improve the quality and level of doping test, analysis, investigation, results management and education. At the same time, we will strengthen communication with WADA and other anti-doping organizations and make more contributions to promoting anti-doping governance in China and the world.
